Tremors felt in West Kameng

BOMDILA, Sept 10: The four tremors created a shock wave among the  people of sleepy town Bomdila, headquarters of West Kameng district and its adjoining Rupa and Tenga areas on Sept 9 evening.

The first earthquake which was of bit high intensity of 3.7 magnitude occurred at around 17.35 hrs and created fear psychosis in the minds of the people. The second, third and the fourth earthquake occurred at 17.56, 1803 & 1825 hrs respectively. Fortunately, there was no displacement or any loss of life and property in the district.

Taking serious note of the occurrence, Deputy Commissioner AK Singh convened an emergency meeting of the concerned officers in the evening to take stock of the situation and to ensure that preparedness measures are in place.

He also got in touch with the Commander 14 BRTF and the Army’s 5-Mtn Div to ensure safety of life and property if something untoward happened.

In addition to the Standard Operating Procedure (SOP) already in prevalence, few additional Temporary Relief Shelters were identified within the township to accommodate and shelter people in case things went out of hand during the night hours. Mobile Town Broadcasting in the succeeding morning emphasizing on the Do &Don’ts along with the contact number of the Control Room manned by officers and attendants round the clock was prioritized as the first thing to be attended to after daybreak.

Among other requirements for disaster management in the district, DC and other members present in the meeting felt it imperative to have a Seismograph machine installed at Bomdila to monitor such occurrences as the state itself falls under seismic Zone V. The DDMO was, accordingly, directed to take up the matter with the concerned authority on priority. DIPRO

 

 

APCF gives ultimatum to education dept.

ITANAGAR, Sept 10: The Arunachal Pradesh Colleges’ Forum (APCF) has given ultimatum to the education minister placing a six point charter of demands.

In the memorandum, demanding immediate appointment of subject lecturers in various colleges of the state, construction of permanent building of Govt. College Doimukh, Nyapin and Daporijo, construction of more classrooms, upgradation of Dera Natung Govt College into a Model College, creation of associate/assistant professor’s post and allotment of land for construction of boundary wall at Nyapin, Daporijo, J N College Pasighat and Doimukh Govt. college, it further warned of going ahead with a 12 hours Capital Bandh call on Sept 24 if the demands are  not fulfilled soon.

 

Rumgong Anchal chairperson writes to DSE

ITANAGAR, Sept 10: The Anchal Chairperson, Rumgong Block, Taben Komut has appealed for providing basic amenities in Rumgong Govt Higher Secondary School.

In a letter submitted to the director of school education, while saying that the school despite being one of the oldest lacks in basic amenities to cater to the ever increasing education scenario, he has asked for extending its classrooms, providing ceiling fans in every classrooms, supply of laboratory equipment, musical instrument, games and sports equipment, teachers quarter, fencing around the school area, water supply and a school auditorium.

 

Karate training for boys and girls starts at Khonsa

KHONSA, Sept 10: The much-needed Karate training has started at Khonsa from 10th August under Somgang Lowang, Tirap district ATKA Instructor.

In the meantime, Somgang Lowang has been awarded 1st KYU degree brown belt by Sinsei L Marik, black belt 5th Dan, Chief Instructor of Arunachal Shito Ryu Karate Association. Somgang Lowang appealed all interested youths both boys and girls to come forward and participate in the Karate training. Anchal chairperson appeals for road connectivity in Taksing

ITANAGAR, Sept 10: The Anchal Samiti Chairperson, Yabing Hafi, has appealed for road connectivity in Taksing, the remotest circle of Upper Subansiri district.

Hafi in a memorandum address to the Governor while reiterating the non-connectivity of the circle stated that the circle suffers from backwardness in almost all spheres of economic development and lags behind in many fronts like evacuation of medical cases, essential commodity transportation and other vital development.

Living in relative isolation from the mainstream even after 66 years of country’s independence, people are feeling left out and ignored, she pointed out.

Road construction was started 12 years ago by BRO which is progressing at a snail’s pace. It needs to speed up to complete the work on time for timely development of Taksing area and also from the defense point of view, she further stated.

 

Clarification misleading: WSDBA

ITANAGAR, Sept 10: West Siang District Bar Association (WSDBA) has rubbished the clarification given by the EAC cum Judicial Magistrate First Class, Tirbin rejecting the reported assault on an advocate on August 29 at Tirbin.

Describing the press statement of the JMFC as misleading, biased and premeditated, WSDBA in a release claimed that the Judicial Magistrate has no authority to give any kind of press release before the matter is investigated by police.

The EAC cum JMFC taking complete U-turn on the reported assault on advocate Mimar Basar on August 29 last at Tirbin, had clarified that no such incident took place.

Alleging unholy nexus with the accused, the West Siang District Bar Association has demanded that he (EAC cum JMFC, Tirbin) should not be allowed to handle the case in the interest of justice.

It also opposed the release of the accused on bail without sending him to police remand for enquiry.

CM urges Centre for speedy clearance of  hydro projects

NEW DELHI, Sept 10: Chief Minister Nabam Tuki has urged the Union Ministry of Power to coordinate with other concerned ministries of the Union Government to facilitate speedy grant of required clearances to implement hydro-power projects in the state that are in the pipeline.

“There are a number of projects that could have started construction but are facing problems on account of pending forest and environment clearances,” he said while participating in the 6th Meeting of the Task Force on Hydro Project Development at Constitution Club here this evening.

While reiterating that the State Government has been maintaining the stand that it will not make any compromise on rational environmental issues, he, however, regretted the problems created by the Environment & Forest Ministry.

Citing a few conditions set by the Environment & Forest Ministry, Tuki said that leaving 30% water for free-flow during rainy season would make large number of projects unviable. He pointed that as Arunachal Pradesh is one of the heaviest rainfall states in the country, even a maximum of 20% free-flow would suffice in the state.

Tuki also pointed that as per the request of the Central Government the State Government has consented to make some of the projects as storage projects.

He requested early resolution of the issue as at least four projects were hanging in balance because of non-clearance of the issue by Government of India and delay in issuance of Terms of Reference (ToR) for EIA and EMP studies for some of these projects.

The Chief Minister also reiterated the request for a grant of Rs 13000 crores over a period of ten years to meet the State’s share of equity requirement as all the big projects will be developed in PPP mode.

“This investment would invite investment of more than Rs 300000 crore by which the entire country will benefit. Besides, more than 99% of hydropower generated in Arunachal Pradesh would be used by rest of the nation,” he reasoned.

To put hydropower development on the fast track, as insisted by the Union Power Ministry, Tuki observed that infrastructure like roadways, waterways, railways and airways have to be developed first as the state lacks in these basic requirements. He also insisted that planning and laying of transmission system for evacuation of power from these projects must be started now.

Other assertions made by the Chief Minister were hurdles in implementing the Siang Lower Project and the Dibang Project, the foundation for which was laid by the Prime Minister of India in 2008.

Chairman of Hydro Power Development Corporation of Arunachal Pradesh Ltd, Markio Tado and Chief Secretary Hari Krishna also attended the meeting representing Arunachal Pradesh.

The Task Force meeting was chaired by Minister of State for Power Jyotiradiyta Scindia in presence of Union RD Minister Jairam Ramesh and Planning Commission Deputy Chairman Montek Singh Ahluwalia. The other Chief Minister who attended the meeting along with Tuki was Omar Abdullah of Jammu & Kashmir. Besides Power Ministers from various states like Sikkim and Assam, central government PSUs engaged in hydropower development, top officials of various ministries including Environment & Forests, Central Electricity Authority and Central Water Commission were present in the meeting.

 

 

Fernandes to visit Arunachal on Sept. 30

NEW DELHI, Sept 10: Union Minister for Road Transport & Highways (MoRTH) Oscar Fernandes will visit Arunachal Pradesh to review all road projects being implemented in the state on September 30 next. The visit was finalized this morning when Chief Minister Nabam Tuki, along with Planning, PWD and Finance Minister Chowna Mein, called on Fernandes at his Transport Bhavan office here.

Accompanied by MoRTH Minister of State and top officials of the Ministry, Fernandes will visit Sagalee on September 30 and lay the foundation stone for the Trans-Arunachal Highway (NH 229)  that will pass through Sagalee in CM’s home constituency. The Union Minister will also lay the foundation stone of the Pila to Sakiang road, which will be constructed under NLCPR besides inaugurating a newly constructed arch-bridge over River Pare and address a public meeting at Sagalee.

Fernandes is slated to fly to Itanagar from Sagalee and take a review meeting of the state road projects the same day. He will also lay the foundation stones for the four-lane road from Hollongi to Itanagar and Banderdewa to Itanagar.

Earlier in the morning, Tuki and Mein called on DoNER Minister Paban Singh Ghatowar and discussed in detail projects and schemes related to the Ministry concerning Arunachal Pradesh.

Ghatowar informed the Chief Minister that his ministry, only a day ago, has approved sanction of six road projects in Arunachal Pradesh amounting to Rs 100 crores. These projects were considered for approval under NLCPR in the last financial year.

Meanwhile, an official report confirmed that the Union Ministry of Rural Development has also approved sanction of 780 houses under the Indira Awaas Yojna (IAY) for the Puroik community of East Kameng district. At Rs 75000 per house the sanctioned project will cost Rs 5.85 crores.

Union RD Minister Jairam Ramesh, joining the Statehood Day celebration on February 20 last at Itanagar, had announced the housing package for the community of East Kameng.

Tuki expressed gratefulness for the noble gesture and thanked the Union Minister on behalf of the people of Arunachal Pradesh. He also reminded that the Puroiks, a small nomadic community of the state, also reside in the districts of Kurung Kumey and Papum Pare and requested for similar packages in the two districts.

 

 

2 ULCA cadres arrested by Lohit Police

ITANAGAR, Sept 10: Two United Liberation Council of Arunachal (ULCA) cadres have been arrested by Lohit Police today.

Acting on intelligence inputs, a special team of Lohit police headed by Mahadevpur Police Station OC SI AN Singh under the supervision of Circle Inspector Takir  Zirdo and SDPO Namsai Kirli Padu arrested the cadres from Mahadevpur police station area, informed Lohit district Superintendent of Police Seju P Kuruvilla in a release.

The arrested ULCA cadres have been identified as Bomkar Gara (25) of Seji village, Likabali and Moken Gara (41) of Nigam village, Basar, West Siang, the release said.

Letter pads (of ULCA), two mobile handsets, 2 SIM cards and a Maruti 800 car allegedly used for extortion activities were also recovered from their possession.

Bomkar was earlier associated with National Liberation Council of Tani Land (NLCT) and arrested in many criminal cases of East Siang, West Siang and Itanagar, the release informed.

More arrests are expected in the coming days as police started interrogation of the accused.

Lohit Police had earlier registered two extortion cases at Mahadevpur and Tezu police station.

 

 

BJP seeks explanation on logic behind declaring minority dists

Itanagar, Sept 10: The BJP in Arunachal Pradesh today demanded that the state government come out clear on what basis it declared seven districts as minority concentrated and to announce the name of the communities identified as minority.

"The Congress government in the state should explicitly reveal its logic and basis as to how the seven districts have been identified as minority concentrated districts and who are the beneficiaries at grassroots level," BJP national general secretary Tapir Gao said.

He said the state being a cent per cent tribal state and all are categorised as Scheduled Tribes (ST) under the Constitution (Scheduled Tribes) Order, 1950.

"There should not be double standard communal role from the government in the name of minority package," he rued.

Union minister of state for minority affairs Ninong Ering, who is from Arunachal, recently announced that 40 per cent of the state's population came under minority population.

"Such steps will create confusion among the indigenous population of the state.

The situation might worsen in future as illegal Bangladeshi migrants will take advantage of such schemes which might destroy cultural identity of the state in the long run," Gao added.

Party state president Tai Tagak alleged that since 2006-2007, the state government was getting over 500 crore for carry out multi-sectoral developments programme for minorities in the state.

"Though the state government claimed that the amount was spent in all the districts, but there is no official record or data in this regards," he alleged. PTI

 

 

ANSU calls off bandh

ITANAGAR, Sept 10: The All Nyishi Students’ Union (ANSU) has called off its proposed 36 hours Capital bandh from September 12 next.

The decision came after the union had a review meeting today to discuss the response of the state government on the Bomjen Gapak murder case.

In a release, it stated, “it was found satisfactory on the part of the Union that police stations have been ordered at Pappu-nallah and Chimpu thereby satisfying our demand. The union is also satisfied with the work being carried out in CCTV installations in the Capital.

Regarding the culprit responsible for the gruesome murder of Bomjen Gapak, the Union would like to place on record that only after such a hue and cry made by the union the capital police has for the first time detained persons in this case thereby moving a step in the positive direction. “We do now believe that it is about time that the killer is arrested and free hand is given to the investigation agency for a free and fair investigation,” it said.

Due to appeal from various organizations and individuals like Nyishi Elite Society, Prime Minister’s impending visit to the state at a time when reports of Chinese encroachment along the border are becoming more rampant than ever and increasing threats from external parts of the country than the internal matter, the Union has decided to call off the bandh, it added in the release.

 

 

Ruksin dentist conducts first ‘maxillofacial surgery’

RUKSIN, Sept 10: The first ever 'oral surgery’ case has been conducted at Ruksin in a private-run hospital here today as young dental surgeon Dr Kayon Ratan successfully operated fracture in right parasymphysis of mandible (Lower jaw) of an old man.

The fortune of the doctors was associated with the misfortune of sixty five year-old Ghanashyam Baruah, who met with motor accident on September 5 last and got fractured his lower jaw. Baruah is a driver at Jonai ICDS office in Assam bordering here. He is presently confined to sick-bed in a local private hospital.

The doctors said this is the first case of oral surgery in the state. The hospitals earlier referred such cases to Guwahati in Assam or abroad for performing surgery and even the treatment are rarely available in the hospitals of Assam and other NE states.

Explaining the enthusiastic operation, Dr Ratan informed this correspondent that he with the help of Dr Tayem Dupak, a general surgeon in Ruksin CHC performed the fracture operation by introducing a pair of titanium plates tied with eight titanium screws. The patients is under week-long intensive medical care.

Dr Ratan has specialized in ‘Oral and Maxillofacial Surgery’ from Pondicherry and working in his father’s clinic near Ruksin CHC as private doctor. His father Dr Kabit Ratan, who is running the private clinic, is also a renowned social worker of the area and his humane nature is appreciated by the local people.

 

 

Workshop on Financial Management & Procurement gets underway

ITANAGAR, Sept 10: A two-day workshop cum capacity building programe on financial management and procurement of Sarva Shiksha Abiyan (SSA) accountants, BRCs and coordinators got underway here at Urban Development office Conference Hall Itanagar. Inaugurating the training programme, State Project Director SSA Rajya Mission, R K Mishra advised the district finance officials to maintain proper books of accounts and to ensure financial propriety in the district and block so that fund utilization is done in time and proper manner.

K. Gopalan consultant Technical Support Group government of India under MHRD in his address explained the motive of the training and thanked the state authority for facilitating the programe.

The coordinators and district accountant and the state finance and account staffs across the state also attended the training programe.  Manish Sharma consultant Technical Support Group government of India under MHRD and deputy state project director SSA Rajya Mission Ashok Tajo were among others who attended the workshop.

 

 

Upper Subansiri DC seeks people’s cooperation to improve law and order

DAPORIJO, Sept 10:  Upper Subansiri Deputy Commissioner Tahang Taggu has sought cooperation from public to improve law and order situation as no administration can tackle law and order situation alone.

As a responsible and law abiding citizen, everyone has duty to help administration make the district a place to live, the DC said while addressing an emergency meeting recently attended by HoDs, prominent public leaders and executive members of TCS.

The meeting discussed various developmental activities and overall law and order situation in the district. The meeting also decided to hold an open public meeting at Rijo ground on September 14 to discuss the same issue, where the district administration will seek suggestion from public to find out mechanism to maintain a law and order situation.

All the elected representative, PR members, business community, student leaders, HoDs are expected to attend the meeting and take part in open discussion and debate on various issues, the DC informed.

The DC hoped that the meeting will bridge the gap between public and district administration, bring them under one platform which will help in promoting peace and harmony in the society.

 

 

Fire mishap at Aalo

AALO, Sept 10: One OBT house and two Government barracks allotted to labourers of Govt. department were totally gutted in a fire at Upper Colony, Aalo on September 8.

One lady sustained burn injury on her hand and reported to be under treatment.  

As usual, the Commanding Officer, 19 Grenadier Bogdo Col G. S. Chundawat along with his team of 12 members army men rushed to the spot and engaged themselves to control the fire. They provided three numbers of tents and food to the fire victims.

Meanwhile, the District Administration also visited the fire accident site and working out immediate relief to the victims. DIPRO

 

 

PI’s death mourned

ITANAGAR, Sept 10: Nabam Tayum, Political Interpreter (Pl), ADC Office Sagalee breathed his last at Naharlagun at around 5 am today after prolonged illness. He was 76 and leaves behind his two wives, 10 sons and five daughters.

“Late Tayum was good human being and he will always be remembered for prompt and good decisions in the field of local and customary related cases. He was well versed in Nyishi Customary Law, ” said Likha Sampu CO and ADC in-charge, Sagalee in a condolence message.

The officers and staff of the ADC office led by Sampu observed two minutes silence as a mark of respect to the departed soul. Further, they conveyed deep sense of condolence to the bereaved family and prayed for eternal peace of departed soul.

Born on 2nd Feb. 1937,  Late Tayum participated in Panchayat Raj system before 1970s and was elected as Gram Member under the comrade and leadership of Nabam Rungkhi, the then Agency Councillor of undivided Subansiri.

Last rites of Late Tayum will be taken place at his native village Pape Sango under Leporiang circle tomorrow, his advocate son Nabam Regum  informed in a release.

 

 

West Siang DC calls for team efforts  for quick disposal of bank loan

AALO Sept 10: The Chief Manager SBI Lead Bank Office Pasighat placed the Annual Credit Plan for West Siang in a meeting held under the chairmanship of West Siang Deputy Commissioner M. K. Sahoo at Conference Hall of DC Office on September 9.

All bank managers falling under the jurisdiction of lead banks and HoDs were also present in the meeting.

Chairing the meet, the DC stressed on coordination and team effort by banks  and  HoDs in quick disposal of bank loans under various centrally sponsored schemes so that every drop of benefit go to the needy people in time. Though most of the bank Managers have limited staff and handling growing nature of other banking activities, he emphasized on the need to clear all time bound disbursement of loan component to the beneficiaries. “Our job should not be confined to

fetching of loan to the beneficiaries but we need to change our mind set to make spot visit and assess the functioning of schemes so that flow of money are judiciously used. There are few progressive farmers in the district who are really working hard but don’t get the benefit of loan from the government. The meet should come out as a good platform for all of us to perform well to make the rural people self- reliant and need to handle our works in an assertive and transparent

manner to ameliorate the condition of our rural masses.” The DC also asked the Chief Branch Manager Aalo to look into the improper functioning of three out of four ATMs in Aalo township. He also asked Vijay Bank and other to explore possibility of opening ATM to facilitate withdrawing of money to its customers.

Highlighting the Annual Credit Plan 2013-14 for West Siang district, G. S. A. Sangma, Chief Manger Lead Bank Office, Pasighat, elaborated on realistic assessment of potential under various sector in the district which are converted into financial outlay and the bank credit with an objective for identifying opportunity for credit dispensation in the district with the larger objective of rural prosperity through inclusive growth.

There are tremendous challenges before us to realize our vision to convert socio-economic development to 70 per cent population to emerge as economic power by 2020, he said. State level campaign for girls’ education  conducted

ITANAGAR, Sept 10: The SSA Rajya Mission conducted a  3 days state level campaign for Girls’ Education in collaboration with PRIs and local women organisations under Girls’ Education at Conference Hall, SIRD Itanagar   from Sept 8 and 10.

In this training programme more than 100 participants from Western Zone Parliamentary Constituency took part. Pakgi Koyu Lombi, State Project Officer, Gender and IE, SSA Rajya Mission Itanagar in her welcome address advised all the participants to implement the knowledge that they acquired from the training programme at their localities.

Presiding over the programme former minister Komoli Mosang, who was also Ex-Chairperson of Women Commission emphasized on girls’ education and role of PRIs/SMCs in KGBV and 100 Girls’ Residential Schools.  Topics including RTE Act and role of PRIs in Girls’ Education, Community Mobilization and Girls’ Education, Campaign for Girls’ Education, Role of PRIs and Local Women Organisation, Maintenance of Account Book, CCE and role and function of SMC, KGBV and 100 girls’ residential school, Issue and problem related to girls’ education in Arunachal Pradesh, achievement made towards girls education in Arunachal Pradesh and  Child with special need (CWSN):Awareness camp by SMC etc were taken up for discussion.

Participating in the valedictory function A K Mishra, State Project Director cum Secretary, Science and Technology suggested all the PRI members and local women organisations to support the education system as per guidelines in the schools of their jurisdictions. He also stressed that since the PRIs are elected representative of their locality they have got every right to monitor the functioning of every government institutions.

Yaman Bagra Zila Chairperson, West Siang District highlighted that one of the most important the roles of PRIs should be to create awareness about the importance of girls’ education among the people particularly of rural areas.

Besides that the participants also suggested for implementation  policy and programme issued by the government from time to time at grass root level in toto, according to a release.

 

 

APIC to conduct case hearing at Pasighat

PASIGHAT, Sept 10: In an interesting turn of event, Arunachal Pradesh Information Commission (APIC) has decided to conduct hearing of two appeal cases at Pasighat, district headquarter of East Siang. However, the Commission has not fixed the date of hearings so far.

This is the first instance of the APIC to conducting hearing of appeal cases out of Commission’s office at Itanagar. The two APIC cases (Nos- 63/2013 and 64/2013) are registered against the Public Information Officer (PIO) of General Administration, Pasighat, who has been alleged of violation of RTI Act, 2005.

The appeal cases were filed by one Lenzing Pertin of Pasighat, who was reportedly denied information under the provisions of the Act by the PIO of General Administration, Pasighat. Pertin, who is a BJP leader had filed a number of appeals before the APIC alleging gross violation of RTI Act by the PIO/APIOs in various state government offices in the district.

According to information available, the APIC had conducted hearing of the both appeal cases at Itanagar on August 23 last, wherein the appellant was found absent. The Chief Information Commissioner of APIC Y. D. Thongchi, in an interim order fixed the venue of next hearing at Pasighat and declared that date of next hearing would be informed to the appellant and the PIO concerned.

The appellant welcomed the APIC for its decision for conducting hearing at his home district and requested the Chief Information Commissioner for impartial judgment.

On the other hand, the APIC has adjourned another appeal case (No- 45/2013) filed by Batem Pertin of Pasighat under the reason of his non-appearance before the Commission during hearing of the case. The appellant termed it “prejudice” of the APIC to set aside the fault of the erring PIO.

As per guidelines for appellant/PIOs mentioned in Part-E of RTI Act, 2005, presence of the ‘Appellant’ concerned in the APIC hearing is not obligatory but it is obligatory for the ‘PIO/APIO’ to present on the date of hearing. In is clearly noted in the provisions of the Act that any Information Commission is expected to pass an order after studying the all documents or records with rational order.

 

 

District Health Society conducts training on WIFS

ROING, Sept 10:  One Day Training on Weekly Iron Folic Acid Supplementation (WIFS) for Medical Officers, BRCs, School Nodal Officers and Supervisors (ICDS) for Roing-Hunli CD Blocks was conducted by the District Health Society, Roing under the aegis of National Rural Health Mission at Anchal Samiti Hall here today. DRCHO Dr M Basar, highlighting the aims and objectives of the training programme informed that the main aims is to sensitize MOs, BRCs, School Nodal Officers and ICDS Supervisors regarding Folic Acid Supplementation and School Health Programme (Rashtriya Bharat Swastha Karyakram).The programme aims to improve quality of life of the adolescent group (students falling under 10-19 years of age) as the growth in personal, character, physical and mental health of an individual takes place during this period. Thus, the programme aims to make a healthy nation by bringing improvement in health sectors, he added. He also informed that the scientific observation reveals that deficiency in Iron Folic Acid in children adversely affects their learning capacity. Hence, Iron Folic Acid will be given as a supplement to enhance the children’s learning capacity and academic performance. Under the programme, Iron Folic Acid will be given to the students in every week preferably on Monday under WIFS and in addition to it, deworming tablets will be given twice a year preferably in the month of February and August to the students. The RBSK also covers the student’s hygiene which is very essential for the girl students during menstrual stage, he further informed.

Savitri Kampti, DD (ICDS) speaking on the occasion said that as most of the village women and girls are hard working in a tribal society, anaemia is prevalent among the village girls and women due to improper diet. He exhorted the ICDS Supervisors to learn and properly train themselves which in turn shall train the Anganwadi workers and spread the message to the villages.    

Attending the inaugural function M Lego, DDSE quoting the adage, “Health is Wealth, When Health is in loss, everything is loss” said that when we get physically and mentally healthy child, then only we will get a healthy society and a healthy nation. He further said that proper guidance to the student in adolescent stage is very essential as it is the crucial stage of their life. He called upon the School Nodal Officers to ensure that the programme is properly implemented and every child should get Iron Folic Acid. He also opined that lady teacher should also be trained under the programme for taking care of their health and hygiene.

Dr A Yirang, DMO chairing over the meeting said that to develop a healthy nation, first we must create a healthy mother which would give birth to a healthy child. He informed that children are highly anaemic due to imbalance diet or due to infestation of worms. Hence, the programme aims to eradicate both anaemia by Iron Folic Acid Supplementation and Deworming. He also appealed all the trainees to actively participate and disseminate the message to their respective schools through which it will be reached to the far and remote places too.

Demarcate proper parking area

Dear Editor,

Reader’s forum has always been a perfect place for common people to place grievances and thoughts. I would like to thank Arunachal Times for such novel deed.

I would like to put some of my personal view in regards to some human made problems in Mowb II Itanagar where I live. Most of us know that there are many Chief offices in Mowb II like Chief Engineer PWD highway/Eastern Zone/western zone / central zone, senior Architect, director Urban Development, Town Planning. Because of presence of so many offices, lot of visitors on official and unofficial purpose visits these offices. While visiting they just park their vehicles in a manner which is comfortable for them in any place they want. This makes the traffic so heavy during office hours and also it creates hurdle for the common people. Here I want to request the people visiting these office that please be gentle and think for others also as you are not the single person on this earth. I would also request the mentioned departments to make proper parking arrangements for their office vehicles and visitor’s vehicle.

I would also request the civil society for development in Mowb II area to make arrangements for parking the vehicles only on the one side of road. Also since many days am noticing that some people during evening time always gather near Urban Development office with alcohol. Sometime they stay till late night. Dear friends please don't pollute the area with your daaru and other unsocial activities. As a youth of the state we have lots of responsibilities.

For this, I request capital Police to carry out  proper patrolling during night hours so that such partying in public place is minimized.

When will situation change in Upper Subansiri district?

Dear Editor,

Through the columns of your esteemed daily, I would like to exercise my rights of “Right to Express” with regards to the recent bandh call made by All Upper Subansiri District Students’ Union (AUSDSU). I strongly support the recently concluded bandh call by the AUSDSU wherein, they made a series of genuine, pro-people and development based demands.

It is fact that education is the only source through which people can be changed and then the society. If there is no teacher in the schools how can we get education. In our district, especially in SINALITA (Siyum, Nacho, Limeking & Taksing) areas, schools over number the teachers. But, to me, it is the teachers who give education but not the schools. Without the teachers, schools are meaningless. If necessary and minimum number of teachers could not be posted to these schools, what use of opening such large number of schools in the areas? Adding to the demands of the district students union, I request the concerned authority to please look into the matter and post if not sufficient, at least necessary number of teachers to those schools which are running without teachers.

Pointing out to another genuine demand of the union, road conditions in the Daporijo Township is really in a deteriorating condition. Town roads are so narrow that two vehicles cannot pass together at the same time. People cannot move out during rainy days due to poor road condition. Many ups and downs, many water wells are there in the road. The present ongoing construction of RCC road (Cement Flooring Road) between new market and old market is not appreciable, because instead of widening the size of road, it is just narrowing down the already narrowed snake like road. Day by day, the number of vehicles is increasing and therefore, more broaden and better roads are needed, but the authorities have different views. You know why there are large numbers of garages in Daporijo? It is only due to the worse road conditions. Vehicles are needed to repair in every week.

We the common people really feel ashamed of poor road condition of our district when we compare it with other district headquarters. We do not even dare to bring our friends from other districts or state to our district, only because of such bad state of affairs of our district. Since our childhood we have seen such conditions of our district, it never improves. We did believe that someday things will change in our district and that road conditions would be better and market system will improve, but alas! Our district headquarter still remains in those old and dilapidated conditions that we had seen 10-15 years ago. With every new administrator, we keep on believing that he will bring something new face to our district, but he also follows the same path. Sometimes, we even feel ashamed to write all these things of our district in such mass media, but what to do? Keeping mum does not serve the purpose.

Therefore, I heartily appreciate and support the demands made by the District Students’ Union. Though we could see it lately; they showed their part and it is up to authorities whether to fulfill or not. But, I request union not to quit/abandon such genuine demands until they are met, and not to lose the faith of common people. We all are with you; we will fight for the common cause together. We do not have patience to tolerate such situations any more in our district. I also appeal to the All Tagin Students’ Union (ATSU) and Tagin Cultural Society (TCS) to come forward to fight for the common cause and for the development of our district.

Battle against poor electricity supply continues in Seppa

Dear Editor,

Through this daily, I would like to reinforce kind attention of the authority towards poor electricity supply in Seppa town. It has been many days that the people of Seppa are facing adverse circumstance on account of inadequate supply of electricity.

After public outcry, the authority by straining their every nerve succeeded to provide power for few hours that also in on and off pattern which is literally insufficient and annoying.

As the town is headquarter of East Kameng district which has a college, schools and all major offices of the district; it is hampering situation in the world of information technology which gets paralyzed without electricity.

In my opinion, atleast there must be a power supply of six hours from 6pm to 12pm.In these hours, students from school to college level and some professionals carry out their tasks. During daytime people are almost busy in their respective professions. So, people can make adjustment to some extent with fewer hours of electricity. The poor electricity supply can be used by criminal for activities like theft, robbery, murder.

It is of utmost necessity to restore power supply at the earliest before any unwanted incidents take place.

Needless to say but it is the responsibility of the concerned authority to engage enough number of skill and efficient manpower viz, electricians, technicians and engineers to deal with such situation in the hours of crisis. So I plead the concerned authority to keep all the important technical equipments in extra number because when such crisis comes up then it takes snail's pace to recover. Therefore, it is important to be ready beforehand so that it takes no time to solve such problem. Moreover I highly plead the residents of the town to keep patience and cooperate voluntarily in whatever possible way so that the authority and the government can do their best against such odds.

Dear Editor,

The best ever gift to the teachers of AP, in the form of website for the welfare of teachers in Arunachal is by Taro Chatung senior journalist which surpasses the Best Teacher Award by GoAP. To be frank enough, every community in AP still rely and have faith in the sincerity of teachers in their respective locality. 80% of teachers really work with sincerity and devotion to their duty. But the worst side is our own teachers who keep themselves away from the school duty and busy with earning extra income or whole night hunting thereby wasting their energy depriving the young children of their valuable period. Hereby, I want to convey my message to our beloved teachers to be sincere and work up to the expectations of the public and instill our knowledge & skills to our young children.

Thank you Taro Chatung, for your valuable and unexpected gift which we never even dreamt of.

Tripura most literate state !

India's northeastern state of Tripura achieved the first position in literacy with 94.65 percent, beating Kerala (93.91 percent),  according to Tripura Chief Minister Manik Sarkar. Tripura jumped to first position among the states of the country in literacy from the 12th position in the 2001 census and the fourth position in the 2011 census, Sarkar said. After Tripura attained 87.75 percent literacy in the 2011 census, a government survey was conducted by the eight district magistrates in August 2012 which found that only 131,634 people of the state's 37 lakh people, including those aged 50 and above, were illiterate.

According to the 2011 census, literacy level is 93.91 percent in Kerala and 91.58 percent in Mizoram, among the most literate states in the country. The national literacy rate, according to the 2011 census, is 74.04 percent.

The Tripura success story is attributed to the involvement of local government bodies, including gram panchayats, NGOs and local clubs under the close supervision of the State Literacy Mission Authority (SLMA) headed by the chief minister.
