Tremors felt in West Kameng
BOMDILA, Sept 10: The four tremors created a shock wave among the people of sleepy town Bomdila, headquarters of West Kameng district and its adjoining Rupa and Tenga areas on Sept 9 evening.
The first earthquake which was of bit high intensity of 3.7 magnitude occurred at around 17.35 hrs and created fear psychosis in the minds of the people. The second, third and the fourth earthquake occurred at 17.56, 1803 & 1825 hrs respectively. Fortunately, there was no displacement or any loss of life and property in the district.
Taking serious note of the occurrence, Deputy Commissioner AK Singh convened an emergency meeting of the concerned officers in the evening to take stock of the situation and to ensure that preparedness measures are in place.

In the memorandum, demanding immediate appointment of subject lecturers in various colleges of the state, construction of permanent building of Govt. College Doimukh, Nyapin and Daporijo, construction of more classrooms, upgradation of Dera Natung Govt College into a Model College, creation of associate/assistant professor’s post and allotment of land for construction of boundary wall at Nyapin, Daporijo, J N College Pasighat and Doimukh Govt. college, it further warned of going ahead with a 12 hours Capital Bandh call on Sept 24 if the demands are not fulfilled soon.

While reiterating that the State Government has been maintaining the stand that it will not make any compromise on rational environmental issues, he, however, regretted the problems created by the Environment & Forest Ministry.

“This investment would invite investment of more than Rs 300000 crore by which the entire country will benefit. Besides, more than 99% of hydropower generated in Arunachal Pradesh would be used by rest of the nation,” he reasoned.
To put hydropower development on the fast track, as insisted by the Union Power Ministry, Tuki observed that infrastructure like roadways, waterways, railways and airways have to be developed first as the state lacks in these basic requirements. He also insisted that planning and laying of transmission system for evacuation of power from these projects must be started now.
Other assertions made by the Chief Minister were hurdles in implementing the Siang Lower Project and the Dibang Project, the foundation for which was laid by the Prime Minister of India in 2008.
Chairman of Hydro Power Development Corporation of Arunachal Pradesh Ltd, Markio Tado and Chief Secretary Hari Krishna also attended the meeting representing Arunachal Pradesh.
The Task Force meeting was chaired by Minister of State for Power Jyotiradiyta Scindia in presence of Union RD Minister Jairam Ramesh and Planning Commission Deputy Chairman Montek Singh Ahluwalia. The other Chief Minister who attended the meeting along with Tuki was Omar Abdullah of Jammu & Kashmir. Besides Power Ministers from various states like Sikkim and Assam, central government PSUs engaged in hydropower development, top officials of various ministries including Environment & Forests, Central Electricity Authority and Central Water Commission were present in the meeting.
Fernandes to visit Arunachal on Sept. 30

Earlier in the morning, Tuki and Mein called on DoNER Minister Paban Singh Ghatowar and discussed in detail projects and schemes related to the Ministry concerning Arunachal Pradesh.
Ghatowar informed the Chief Minister that his ministry, only a day ago, has approved sanction of six road projects in Arunachal Pradesh amounting to Rs 100 crores. These projects were considered for approval under NLCPR in the last financial year.
Meanwhile, an official report confirmed that the Union Ministry of Rural Development has also approved sanction of 780 houses under the Indira Awaas Yojna (IAY) for the Puroik community of East Kameng district. At Rs 75000 per house the sanctioned project will cost Rs 5.85 crores.
Union RD Minister Jairam Ramesh, joining the Statehood Day celebration on February 20 last at Itanagar, had announced the housing package for the community of East Kameng.
Tuki expressed gratefulness for the noble gesture and thanked the Union Minister on behalf of the people of Arunachal Pradesh. He also reminded that the Puroiks, a small nomadic community of the state, also reside in the districts of Kurung Kumey and Papum Pare and requested for similar packages in the two districts.
2 ULCA cadres arrested by Lohit Police
ITANAGAR, Sept 10: Two United Liberation Council of Arunachal (ULCA) cadres have been arrested by Lohit Police today.
Acting on intelligence inputs, a special team of Lohit police headed by Mahadevpur Police Station OC SI AN Singh under the supervision of Circle Inspector Takir Zirdo and SDPO Namsai Kirli Padu arrested the cadres from Mahadevpur police station area, informed Lohit district Superintendent of Police Seju P Kuruvilla in a release.
The arrested ULCA cadres have been identified as Bomkar Gara (25) of Seji village, Likabali and Moken Gara (41) of Nigam village, Basar, West Siang, the release said.
Letter pads (of ULCA), two mobile handsets, 2 SIM cards and a Maruti 800 car allegedly used for extortion activities were also recovered from their possession.
Bomkar was earlier associated with National Liberation Council of Tani Land (NLCT) and arrested in many criminal cases of East Siang, West Siang and Itanagar, the release informed.
More arrests are expected in the coming days as police started interrogation of the accused.
Lohit Police had earlier registered two extortion cases at Mahadevpur and Tezu police station.
BJP seeks explanation on logic behind declaring minority dists
Itanagar, Sept 10: The BJP in Arunachal Pradesh today demanded that the state government come out clear on what basis it declared seven districts as minority concentrated and to announce the name of the communities identified as minority.
"The Congress government in the state should explicitly reveal its logic and basis as to how the seven districts have been identified as minority concentrated districts and who are the beneficiaries at grassroots level," BJP national general secretary Tapir Gao said.
He said the state being a cent per cent tribal state and all are categorised as Scheduled Tribes (ST) under the Constitution (Scheduled Tribes) Order, 1950.
"There should not be double standard communal role from the government in the name of minority package," he rued.
Union minister of state for minority affairs Ninong Ering, who is from Arunachal, recently announced that 40 per cent of the state's population came under minority population.
"Such steps will create confusion among the indigenous population of the state.
The situation might worsen in future as illegal Bangladeshi migrants will take advantage of such schemes which might destroy cultural identity of the state in the long run," Gao added.

Upper Subansiri DC seeks people’s cooperation to improve law and order

DAPORIJO, Sept 10: Upper Subansiri Deputy Commissioner Tahang Taggu has sought cooperation from public to improve law and order situation as no administration can tackle law and order situation alone.
As a responsible and law abiding citizen, everyone has duty to help administration make the district a place to live, the DC said while addressing an emergency meeting recently attended by HoDs, prominent public leaders and executive members of TCS.
The meeting discussed various developmental activities and overall law and order situation in the district. The meeting also decided to hold an open public meeting at Rijo ground on September 14 to discuss the same issue, where the district administration will seek suggestion from public to find out mechanism to maintain a law and order situation.
All the elected representative, PR members, business community, student leaders, HoDs are expected to attend the meeting and take part in open discussion and debate on various issues, the DC informed.
The DC hoped that the meeting will bridge the gap between public and district administration, bring them under one platform which will help in promoting peace and harmony in the society.

West Siang DC calls for team efforts for quick disposal of bank loan

Chairing the meet, the DC stressed on coordination and team effort by banks and HoDs in quick disposal of bank loans under various centrally sponsored schemes so that every drop of benefit go to the needy people in time. Though most of the bank Managers have limited staff and handling growing nature of other banking activities, he emphasized on the need to clear all time bound disbursement of loan component to the beneficiaries. “Our job should not be confined to

used. There are few progressive farmers in the district who are really working hard

APIC to conduct case hearing at Pasighat

The appeal cases were filed by one Lenzing Pertin of Pasighat, who was reportedly denied information under the provisions of the Act by the PIO of General Administration, Pasighat. Pertin, who is a BJP leader had filed a number of appeals before the APIC alleging gross violation of RTI Act by the PIO/APIOs in various state government offices in the district.
According to information available, the APIC had conducted hearing of the both appeal cases at Itanagar on August 23 last, wherein the appellant was found absent. The Chief Information Commissioner of APIC Y. D. Thongchi, in an interim order fixed the venue of next hearing at Pasighat and declared that date of next hearing would be informed to the appellant and the PIO concerned.
The appellant welcomed the APIC for its decision for conducting hearing at his home district and requested the Chief Information Commissioner for impartial judgment.

He exhorted the ICDS Supervisors to learn and properly train themselves which in turn shall train the Anganwadi workers and spread the message to the villages.
Attending the inaugural function M Lego, DDSE quoting the adage, “Health is Wealth, When Health is in loss, everything is loss” said that when we get physically and mentally healthy child, then only we will get a healthy society and a healthy nation. He further said that proper guidance to the student in adolescent stage is very essential as it is the crucial stage of their life. He called upon the School Nodal Officers to ensure that the programme is properly implemented and every child should get Iron Folic Acid. He also opined that lady teacher should also be trained under the programme for taking care of their health and hygiene.
Dr A Yirang, DMO chairing over the meeting said that to develop a healthy nation, first we must create a healthy mother which would give birth to a healthy child. He informed that children are highly anaemic due to imbalance diet or due to infestation of worms. Hence, the programme aims to eradicate both anaemia by Iron Folic Acid Supplementation and Deworming. He also appealed all the trainees to actively participate and disseminate the message to their respective schools through which it will be reached to the far and remote places too.

Demarcate proper parking area
Dear Editor,
Reader’s forum has always been a perfect place for common people to place grievances and thoughts. I would like to thank Arunachal Times for such novel deed.
I would like to put some of my personal view in regards to some human made problems in Mowb II Itanagar where I live. Most of us know that there are many Chief offices in Mowb II like Chief Engineer PWD highway/Eastern Zone/western zone / central zone, senior Architect, director Urban Development, Town Planning. Because of presence of so many offices, lot of visitors on official and unofficial purpose visits these offices. While visiting they just park their vehicles in a manner which is comfortable for them in any place they want. This makes the traffic so heavy during office hours and also it creates hurdle for the common people. Here I want to request the people visiting these office that please be gentle and think for others also as you are not the single person on this earth. I would also request the mentioned departments to make proper parking arrangements for their office vehicles and visitor’s vehicle.
I would also request the civil society for development in Mowb II area to make arrangements for parking the vehicles only on the one side of road. Also since many days am noticing that some people during evening time always gather near Urban Development office with alcohol. Sometime they stay till late night. Dear friends please don't pollute the area with your daaru and other unsocial activities. As a youth of the state we have lots of responsibilities.
For this, I request capital Police to carry out proper patrolling during night hours so that such partying in public place is minimized.

Through the columns of your esteemed daily, I would like to exercise my rights of
“Right to Express” with regards to the recent bandh call made by All Upper Subansiri
District Students’ Union (AUSDSU). I strongly support the recently concluded bandh
call by the AUSDSU wherein, they made a series of genuine, pro-
It is fact that education is the only source through which people can be changed and then the society. If there is no teacher in the schools how can we get education. In our district, especially in SINALITA (Siyum, Nacho, Limeking & Taksing) areas, schools over number the teachers. But, to me, it is the teachers who give education but not the schools. Without the teachers, schools are meaningless. If necessary and minimum number of teachers could not be posted to these schools, what use of opening such large number of schools in the areas? Adding to the demands of the district students union, I request the concerned authority to please look into the matter and post if not sufficient, at least necessary number of teachers to those schools which are running without teachers.
Pointing out to another genuine demand of the union, road conditions in the Daporijo Township is really in a deteriorating condition. Town roads are so narrow that two vehicles cannot pass together at the same time. People cannot move out during rainy days due to poor road condition. Many ups and downs, many water wells are there in the road. The present ongoing construction of RCC road (Cement Flooring Road) between new market and old market is not appreciable, because instead of widening the size of road, it is just narrowing down the already narrowed snake like road. Day by day, the number of vehicles is increasing and therefore, more broaden and better roads are needed, but the authorities have different views. You know why there are large numbers of garages in Daporijo? It is only due to the worse road conditions. Vehicles are needed to repair in every week.
We the common people really feel ashamed of poor road condition of our district when
we compare it with other district headquarters. We do not even dare to bring our
friends from other districts or state to our district, only because of such bad state
of affairs of our district. Since our childhood we have seen such conditions of our
district, it never improves. We did believe that someday things will change in our
district and that road conditions would be better and market system will improve,
but alas! Our district headquarter still remains in those old and dilapidated conditions
that we had seen 10-
Therefore, I heartily appreciate and support the demands made by the District Students’ Union. Though we could see it lately; they showed their part and it is up to authorities whether to fulfill or not. But, I request union not to quit/abandon such genuine demands until they are met, and not to lose the faith of common people. We all are with you; we will fight for the common cause together. We do not have patience to tolerate such situations any more in our district. I also appeal to the All Tagin Students’ Union (ATSU) and Tagin Cultural Society (TCS) to come forward to fight for the common cause and for the development of our district.

Dear Editor,
Through this daily, I would like to reinforce kind attention of the authority towards poor electricity supply in Seppa town. It has been many days that the people of Seppa are facing adverse circumstance on account of inadequate supply of electricity.
After public outcry, the authority by straining their every nerve succeeded to provide power for few hours that also in on and off pattern which is literally insufficient and annoying.
As the town is headquarter of East Kameng district which has a college, schools and all major offices of the district; it is hampering situation in the world of information technology which gets paralyzed without electricity.
In my opinion, atleast there must be a power supply of six hours from 6pm to 12pm.In these hours, students from school to college level and some professionals carry out their tasks. During daytime people are almost busy in their respective professions. So, people can make adjustment to some extent with fewer hours of electricity. The poor electricity supply can be used by criminal for activities like theft, robbery, murder.
It is of utmost necessity to restore power supply at the earliest before any unwanted incidents take place.
Needless to say but it is the responsibility of the concerned authority to engage enough number of skill and efficient manpower viz, electricians, technicians and engineers to deal with such situation in the hours of crisis. So I plead the concerned authority to keep all the important technical equipments in extra number because when such crisis comes up then it takes snail's pace to recover. Therefore, it is important to be ready beforehand so that it takes no time to solve such problem. Moreover I highly plead the residents of the town to keep patience and cooperate voluntarily in whatever possible way so that the authority and the government can do their best against such odds.

Dear Editor,
The best ever gift to the teachers of AP, in the form of website for the welfare of teachers in Arunachal is by Taro Chatung senior journalist which surpasses the Best Teacher Award by GoAP. To be frank enough, every community in AP still rely and have faith in the sincerity of teachers in their respective locality. 80% of teachers really work with sincerity and devotion to their duty. But the worst side is our own teachers who keep themselves away from the school duty and busy with earning extra income or whole night hunting thereby wasting their energy depriving the young children of their valuable period. Hereby, I want to convey my message to our beloved teachers to be sincere and work up to the expectations of the public and instill our knowledge & skills to our young children.
Thank you Taro Chatung, for your valuable and unexpected gift which we never even dreamt of.

Tripura most literate state !
India's northeastern state of Tripura achieved the first position in literacy with 94.65 percent, beating Kerala (93.91 percent), according to Tripura Chief Minister Manik Sarkar. Tripura jumped to first position among the states of the country in literacy from the 12th position in the 2001 census and the fourth position in the 2011 census, Sarkar said. After Tripura attained 87.75 percent literacy in the 2011 census, a government survey was conducted by the eight district magistrates in August 2012 which found that only 131,634 people of the state's 37 lakh people, including those aged 50 and above, were illiterate.
According to the 2011 census, literacy level is 93.91 percent in Kerala and 91.58 percent in Mizoram, among the most literate states in the country. The national literacy rate, according to the 2011 census, is 74.04 percent.
The Tripura success story is attributed to the involvement of local government bodies, including gram panchayats, NGOs and local clubs under the close supervision of the State Literacy Mission Authority (SLMA) headed by the chief minister.
